“The RePlaybook is both a big picture overview and a hands-on reference guide: you can read the whole thing or pick out specific sets of tactics, depending on what you need.

This project grew out of an expert gathering on Digital Influence and Climate held in Berlin in late 2024, bringing together over 35 experts working on climate information integrity from across the world. The initiative, by Tactical Tech — an international NGO that has been working to build the capacity of civil society in digital fluency and critical thinking on tech since 2003 — directly builds off our previous work on the Influence Industry, looking into the impact of digital political campaigning and elections around the world. It is informed by our two decades of experience working on journalism and digital investigation, digital safety,
and visual advocacy, and public engagement.

This first edition of The RePlaybook is relevant to everyone but it leans towards Europe; our intent is to lay the ground for a follow-up based on a global perspective.

The contributions are clustered into three sections, the contents of which are detailed at the end of this introduction. They were chosen for their diversity of approaches and are a reflection of what is
happening today. They are organised as follows:

1. Decode: Information Disorder — tactics for analysing the problem; investigating misinformation supply chains; and forecasting influence.

2. Challenge: Tech Paradigms — insights into critiquing technologies; questioning the platforms and policies that regulate them; and ultimately transforming the tools we use.
And finally,

3. Counteract: Divided discourse — a wide range of techniques; from fresh ways of engaging audiences; to tips on tackling difficult challenges; and strategies for mobilising in the context of climate information disorder.”
